Well, it's just a street fair, and it's a lot like most other ones. But, it's on 2nd Ave, so you get an East Village crowd. And it's pretty long (about 7 blocks), but not over crowded, and 2nd Ave is pretty wide so there's a little more space to walk. The food and stands also tend to be a little better than your average street fair - the grilled hanger steak, potatoes and plantains for $10 is incredible and more than enough food for two. Worst case if you get bored of the fair there's lots of sidewalk cafes and bars to stop into.
