The Republic of China has the third largest nuclear arsenal in the world, including ICBMS capable of striking the US, tactical nuclear weapons, and neutron bombs. It also has the largest army in the world - at 3 million it's nearly 6 times as large as that of the US. Despite a communist government and a frightening history of human rights violations, China has been granted most favored nation trade status by the US. On the other hand Cuba has an army of 70,000 troops (primarily engaged in supporting the civilian economy) and no nuclear capablity, has been under a US trade embargo since 1959. Recently the irrational and highly politicized persecution of the Cuban people has reached new depths of capriciousness with the barring of the members of the Buena Vista Social club from entrance to the US to prevent them from attending the Grammy awards.
